Did Ned Stark treat with the FM?

I think you have misinterpreted the sentence. The waif tells Arya that the waif's father did a deal with the faceless men. Here is the quote anyway:

"My mother died when I was little, I have no memory of her. When I was six my father wed again. His new wife treated me kindly until she gave birth to a daughter of her own.
