Sure but the legitimization of a bastard is not taken lightly.  Roose had to do a BIG favor to the throne before his request could be considered.  The problem caused when Aegon 4 legitimized his bastards will make anyone hesitant to do that.  Specially a bastard who belongs to the wall.  The  same man whose father publicly admitted to treason.  The bastard who broke his vows at the wall.  Legitimizing Jon would serve no purpose. He's not fit to rule.    Should be manage to desert his duties again, he would be a hunted man, IF he survives Bowen's gift of Mercy.
