But he couldn't be because he is a kingsguard and they can't hold office or titles. It was bad enough that he took command of an army to attack riverrun but how could could robert make him warden of the west? Tywin and his brood are pretty unsentimental and don't care much for honor or tradition. Its kind of an open secret when the books begin that Jamie will wipe his ass with the Kingsguard oaths and become Lord Lannister after Tywin dies.
