Wasn't that sent by messenger on the ground rather than by raven? And it wasn't opened until it was handed to Catelyn, who then threw it in the fire.

Those are different scrolls. Sam is in Oldtown and the scrolls he is copying aren't raven letters. Sansa will be the one learning something from Luwin's copies of letters. Possibly about Littlefinger.

LF told Cat that the dagger used to belong to him but that he lost it to Tyrion, thus he indirectly made Cat to arrest Tyrion and cause the war. But don't forget that Ned meets Cat in KL back in AGOT / Season 1. It's possible that she told him about it back then because clearly she wouldn't send a raven to Winterfell as Ned wasn't even there.

In fact it was Robert who won the dagger. In ASOS Tyrion speculates that Robert brought the dagger to Winterfell when he paid a visit to Ned in AGOT / season 1 among tons of other weapons he had and that Joffrey found the dagger and bribed the assassin to kill Bran for, imo, an unconvincing reason.
