Is Cersei a better ruler than Robert?

From a show perspective, is she a better ruler than her late husband who she used to always critisize?

Yes in that she actually does things. In this respect, she might win on a technicality in that Robert didn't really rule.

No in every other respect. Robert had a half-competent council who at least took care of things for him. No septs were blown up. People weren't surprise-executed. Robert shirked his responsibilities whenever he could, but he at least knew they existed. Cersei just doesn't understand that she has real responsibilities to her subjects. As far as she's concerned, she's at the top and everyone else exists to keep it that way.

Robert knew he was a shit king so he employed the best people to run the kingdom for him and this resulted in years of peace. This makes him better than Cersei as she thinks shes a good ruler but she clearly is not.

Cersei has no heirs, no worthy generals, no one of any kind of value on the council, a hand whos only loyalty is to her. She oversaw the absolute break down of order and stability in the realm, consistently made decisions to further her own position at the cost of stability.
She witnessed the loss of control over all 7 of the 7 kingdoms.

Robert ruled in peace for decades, 1 rebellion occcured which was immediately shot down. His biggest mistakes consited of drinking and whoring too much, and allowing the lannisters to solidfy their power and position in the realm at the cost of it.

So no...no she is not.

I liked Robert.  He was a picture perfect king, the way I imagine them.  Jolly, good natured, pragmatic, powerful, wise, understanding.

it's hard to top Robert.   Cersei and Robert were on the same page.  Cersei added scorned-woman traits along the way.  She is not better than Robert.

She blew up a lot of lords and ladies, and all the over-powered septons, too.

Hell, she's gotten half the kings and great lords and major lords killed directly or indirectly, even the ones on her own side, even her own family.

She's breaking the wheel, and she doesn't even need 100000 foreign soldiers to do it.

The Stormlands are already an anarchist utopia that she's allowed to govern themselves (via the polite fiction of leaving Stannis as her Lord Paramount) for years now, and half the other realms have recently joined them. She's even taking away all the gold so nobody regresses into capitalism. Soon, all of Westeros will be freed of oppression.

Sure, Robert tried not to rule, but answer this: Why did he have a full Small Council made up of King's Landing insiders, while she has nobody but a mad scientist and a mute guard for hers? Between the two, who truly believes in the ideals of the smallest government possible?

She is not.

Robert lacked control and was incompetent, but wasn't trying to destroy the realm from a position of power. 

Cersei is trying to do so.

Who says that a "smallest government possible" is any sort of "ideal" state? That's what dictatorships are...

Cersei is an atrocious "queen" who doesn't give a damn about her own subjects or about really anything aside from herself .The only reason that she hasn't got a Small Council is because she is too paranoid and too greedy for power to trust anybody.

King Robert meanwhile, for all his faults, brought the Realm 15 years of peace and prosperity.  At least he, unlike Queen Romulan (the ugliest of Dress) realized he was too stupid and lazy to govern that giant place. Which, in turn, makes him actually smarter.

Any day I would prefer Robert to Cersei. He was bored by the job. Always hunting and whoring. But he had the right people sweeping the shit. Cersei has only 2 monsters with her. It is even ridiculous she could rule that way. Some still accepting her orders.

There is also the obvious lack of comprehension related to the threat from beyond the wall.  Even after she is shown concrete (rather dramatic) proof of this threat, her instinct is to keep playing politics.  Robert, for all his faults, would not have done that.

This.

"...King/Queen of the Andals and the First Men, Lord of the Seven Kingdoms, and Protector of the Realm..." She has no desire to protect the realm. Truth is, i have no idea why she even wants to be queen. All she ever wanted was to be treated as an equal by her dad and she would have been happy with being Lady of Casterly Rock. Not because of teh job, only because it meant she was "one of teh boys". 

Cersei is a poor leader with a lot of daddy issues.

I'm guessing you're not from America, where one of the two major parties pretends to be minarchist libertarians even while building the biggest military in the world, and the other one mixes minarchist and mainstream wording so haphazardly that you can't tell what they pretend to stand for.

But I like that you're so consumed with Cersei hatred that you can't even recognize a joke making fun of her without snarling and denying it.

Jokes are supposed to be funny ;) Mimic and tone of speech do not translate into text and with people these days you can never be sure what laughable opinion is a joke or genuine.

Also, if you do not want people to respond to things you write, you should not put them on a public discussion forum. And I'm not snarling, what gave you that idea?

Cersei is not a good ruler, full stop. Heck, the only reason she's still "in charge" is a plot contrivance. King's Landing should be freaking out after she blew up their version of the Vatican. She doesn't care at all about the realm, only her own validation. She's only been "reigning" for a short time- how is she going to handle the oncoming winter, never mind the invasion of the White Walkers? The ravages of the War of the Five Kings? 

Robert overspent and didn't pay much attention to ruling, and he had a tendency to promote lickspittles here and there, but he did seem genuinely concerned about being a good king. And he certainly knew how to delegate.

No. Robert knew he was a bad king and he could have been better if he actually tried but, he didn't care. Cersei on the other hand, is genuinely putting in all her effort to "ruling" and shes awful at it. Arming the faith alone should put her in the worst category. When even the dragon kings when they had dragons struggled against the faith militant. Theres also the pittyful excuse of a small council she put together. Like really making Aurane Waters master of ships because, you find him hot and he runs off with the entire fleet when you're arrested? Need I go on?

Some people always fail to get satire. That doesn't mean you dumb it down. If Jonathan Swift rewrote "A Modest Proposal" so it was impossible for anyone to take it seriously, it would have had no point. If the Onion wrote all their articles so nobody in the world could possibly believe them, it wouldn't be funny. You just have to accept that some people aren't going to get it, and it will be neither pointed nor funny to those people, and that's fine.

If you can't see that "The Stormlands are already an anarchist utopia" is not a serious analysis of the story, and that criticizing Robert for actually hiring people for his Small Council is not a serious criticism of Robert, you're one of the people who aren't going to get it. Of course you can respond if you want to, just as people wrote pamphlets calling Swift a monster for proposing eating Irish babies, or write angry letters to the editor because the Onion's picture of a shirtless Joe Biden was fake.
