A few comments: 1. It is not confirmed which of the North or the Riverlands has the highest population, or the largest army. We just know that the Riverlands have a higher population density. 2. The Riverlands had already suffered significant losses by the time Robb arrived. 3. The Tullys struggle to raise the united strength of the Riverlands at the best of times.
