Possibly. I tend to believe Pycelle when he told Tyrion (under knife point) that nothing could be done. He was pretty forthcoming with other info. Such as his hastening of Jon Aryan's death.

The attempt was clearly failed on purpose to leave the dagger behind as evidence, and since Summer is the one who killed the assassin, the only person who could have planned for the assassin to be killed was Bloodraven, who presumably has the ability to warg Summer.

I do hope the next book, if it ever comes out, will explore more into what exactly Blood Raven has been doing, if anything, other than observing from his Rooted Throne.
