But Robert thinks that mother is Wylla. So Ned won't accept Ashara since it means he will lose his friend's trust. Does Wylla know about Ashara and Ned's relationship? Even if Westeroosi law allowed for such a thing, who would grant one to Cat? Could she ask the Lord Paramount of the North? She could ask, but we all know the answer. Maybe she could run to Daddy? I doubt Hoster would want to risk alienating the King, the Lord of the Vale and the Lord of Winterfell. Robert's obviously a dead end. The Faith's an option, but by the time Ned comes home with Jon, Cat's in Winterfell. With the possible exception of White Harbour, the Faith has very little influence in the North. How would anyone even catch Howland Reed when he's in one of the hardest and most dangerous parts of the North? How would she even find the right Wylla? Anyway even if she somehow swing all of that - they'd probably just day Wylla. That's the official story and anything said under torture is unreliable anyway.
