Children, the lucky ones, grow up learning the trade of their parents with some becoming apprentice to a master (Gendry). Some are fortunate enough to get plucked from the streets (Dunk) and taken in service. The lords do not all get educated. I am sure there are many lords in the mountains of the north who have very little education. Textbook High Valyrian is the language of the elite. Royal children in the court of the Targaryens will have learned this language. But not all of them. The Rogue Prince doesn't seem to have the temperament but I could be wrong to sit down and learn something that has very little practical value.
