In their cases, though, I think paramour does indicate a long-term or at least acknowledged relationship, and I don't believe this was the case with Viserys and Doreah. He and Illyrio picked her out to teach Dany the "womanly arts of love" , he slept with her in Pentos because Illyrio (who also used her for sex) let him, but she didn't have anything to say about it, and later on he hit her and called her a whore for delivering a message he didn't like.
