It has to be a talented actor with a certain darkness behind the eyes. Rhaegar may not have been insane, but he was deeply obsessed with prophecy and just as burdened by what he thought was his own role in history. Not many people seem to fit in this role and I'm not sure what the show runners have in mind for him. Maybe they already have someone under contract but keeping it in secret for they don't want to give the RLJ "secret" away by an obvious cast of RT? In other words, the actor doesn't have to be cool and tough to play cool and tough well. Amadeus Serafini has done a solid job in Scream and definitely looks the part.
