They consider every other beholder that isnt exactly like them to be an abomination fit only for extermination.So, they are similar to Daleks, then; considering that the Daleks have been know to war amongst themselves, depending upon which type of Dalek was involved. Combined with their historical association with repressive representatives of the landed nobility, such as princesses, it is clear that unicorns and pegasi would have no real interest in overthrowing the social order that places them on a pedastal. Rather, the common horses support for revolution can likely be traced directly back to their disenfranchisement by the unicorns and pegasi. No one after all has ever seen a unicorn plow a field.
