But in LF case, even if by some unbelievable chance he became king, most of nobles would disdain him and challenge him with constant rebellions. He has trouble holding Vale; he'd have little chance ruling 7K,If your question was does he have royal blood, the answer is no. They are die hard Stark Supporters, and once it will be revealed that it was him who betrayed Ned, half of the Kingdom won't follow him. References to him in D&E suggest he's always been a real nice dude. Maybe it's just because he's a Targ and Targs are not known for being nice.
