You asked about sources for my comments on the terrible state of the Soviet weaponry.  Back in the 80's just after the collapse,  all this  was reported in newspapers as there really was no Internet. I was and am an inveterate reader and this stuck in my mind. The US did offer to buy and scrap missiles as most were in Ukraine, who did not want them.  The inspectors found lots to be unworkable as the crews had traded parts for vodka. My newspaper of choice then was Canada's Globe and Mail so that is probably where I read it. Hope this helps.
