Given that the previous kingdoms are left largely intact and, where possible, ruled by the same people (albeit without the kingly title) with the Targaryen's set above them, then I think it sounds very much like an empire. Right after the rebellion, I think the Tyrells swore fealty because they knew the war was lost. The Tyrells strike me as those who always will try to squeeze their way into the winning team, even if they started out as the opposite team.Tyrell bannermen know they can raise the biggest army in Westeros, and so they will be content to work together to keep the position of the Reach secure together.
