I guess I've been a believer of R+L for so long that I'm starting to doubt it. Too risky. The only way to protect him was to keep him close. If he'd grown up looking like Rhaegar (even with Lyanna's coloring) and in someone else's household, people would have figured it out and Robert would have had him killed before Ned could stop it.
