I see a lot of reasons why there has to be one of those two characters making an appearance, as well as something about Saltpans / The Quiet Isle, all to spur Brienne's story to where it eventually must go (Lady Stoneheart). Of the two characters, I think it is the Elder Brother who is more important, since her ties two existing storylines together, and also serves as a way for the viewers to get a better glimpse into Brienne's character.
