It would (if properly enacted) almost cerainly save lives. i suspect that we will end up having to agree to disagree on this point. I haven't seen any credible information that gun registries make a statistically significant impact on gun homicides, but I'd be interested to look at any data you are aware of on registries. I recall reading one interesting hypothesis that the long term decline in US crime rates is a consequence of Roe v. Wade. People who might have grown up to become criminals were never born.
