Maybe.The tragedy of Summerhall takes place around when Rhaegar is born. Rhaegar is a bit older than Robert and Ned but still same generation though?Varys is a grown man and enters Aerys service soon after he has become king.I admit that it´s a crackpot. ;) There´s plenty of others who had motive for a FM and the FM even had a motive.
