Varys could have gone to Tywin with Jaime's request, which would have led to Tywin stopping Jaime, but Jaime wasn't going to be send to CR.. He is the LC of the KG after all.Which would leave Varys in KL waiting for Jaime's revenge... But mostly, there are also the theories that Varys had been planning to rescue Tyrion on his own, and that Jaime's "request" of help was just a happy coincidence. This is mostly based on the fact that Varys doesn't try to stop Tyrion from going up the ladder.
