And it was stated in Dany's first chapter of GoT that even though Pentos was a free city there were slaves in Illyrio's estate, so I expect it's the same with the rest of the free cities (if you're rich, you can totally buy slaves and no one will object)... and no need to talk about the rest of Essos.
