The Targaryens lost the throne after the mad king and no longer have claim to it. Calling it theirs doesn't make it so. Robert had the army, and the alliances to make it happen. Targaryens can't say that. During Roberts rule there was peace for less than 20 years. The Targaryens have had many periods of peace longer than that.
