No. I think an overpayment should be forgiven when the person was told they were specifically entitled to an extra payment and they signed up to something at least partly because of that assurance. But if the over payment was an accounting error and no sort of agreement or assurance was given specifically in regard to the over payment then the money should be returned in a manner that takes account of the person's financial situation.
