Aegon V is one of only two Targaryen kings for which we have no known Hands (the other is Viserys II). I'm assuming Martin is holding back the info as to not give away too much in future D&E stories. While Duncan is rather thick headed(although smarter than he thinks), he has helped Aegon V become the honorable man he was. They did spend at least a decade together, traveling Westeros.
