Cersei the 2nd Queen of Westeros.

The Great Council of 101 AC summoned by King Jaehaerys I made sure that the Iron Throne could not pass to a woman, or to a male descendant of a female lady, all though it's decisions werent included in the Westerosi legal system by royal decrees, otherwise this would block Viserys from appointing Rhaenyra as his succesor.

Does Cersei's antiregency to Tommen during Feast -until she gets imprisoned by Faith Militant- contradict it's conclusions?

The regency of Aegon III was male dominated but in the case of little Tommen Cersei rules on her name without any male interference such as Kevan, Mace or Jaime. The small council was  just an illusion to the eyes of the kingdom, Cersei was taking all the decisions herself. Most common folks never bothered to call her "Queen Regent", "Queen Mother" etc, they always call her the "Queen" (which sometimes comes with the word "cunt").

Cersei is not Queen, and cannot be Queen, irrespective of any previous Great Council decisions. She has no blood relation to the Baratheon dynasty. She can only be Queen Regent to Tommen. The dillema posed by your question would apply to Myrcella, who is a blood relation to the royal dynasty. But not to Cersei. There is no circumstance under which Cersei can become Queen in her own right, other than House Lannister seizing the Iron Throne by right of Conquest. And they don't have the military power to do that.

It's obvious that Cersei wont be able to rule on her name in KL, allthough on Westerlands she's the de facto heir. That said, offstage during the short period of her antiregency to Tommen she was the person behind all the decisions of the crown, acting more like a Queen than a Queen Regent. The SC was a puppet to her own will. Even is she cant legally considered a queen, in terms of power, authority & circumstances she was the second queen of Westeros after Rhaenyra. Maesters wont ever write Cersei as one, but the influence she had to the crown "makes" her one.

Well, the difference is that Rhaenerys was actually in the line of succession, for Cersei to even be considered she would have to be of Targaryen or Baratheon descent or related by blood to King Robert.

So it would be like this Robert-Joffrey-Tommen-Stannis-Renly-Myrcella-Shireen-False Aegon (if proven to be a Targ)-Viserys-Daenerys- False Aegon if he's a Blackfyre- Prince Doran on the basis of being descendant in some form of house Targaryen-Arianne-Quentyn-Trystayne-Oberyn and Monterys Velaryon, by the law of succession Cersei wouldn't be anywhere near it.

Cersei wasn't ruling officially, Tommen was. She was just suggesting things he can do, and temporary regents could be appointed if the king in question is considered too young, that's what Robert wanted Ned to do. Be the temporary Regent until Joffrey came of age, and thus that is what Cersei is doing with Tommen (unofficially) but she would not be able to hold court or sit in the throne even if the Dance of The Dragons had never happened and the line of succession wasn't patrilineal, she simply doesn't have the lineage. 

So no, Rhaeneyra actually held court, she ruled (for a little while) through her own and not through her children, she was IN the line of succession.

As others have stated, Cersei isn't officially the queen but her actions will most definately put her down in Westerosi history, maybe even as the ruling queen who caused the situation. It may just put the opinion that a woman should not sit on the throne even more out there, as she will be the second "queen" whose reign was short and chaotic, like Rhaenyra.
