Brown Ben Plumm tells her "a man wants to be king o' the rabbits, he best wear a pair o' floppy ears", meaning that if she wants to rule Merreen she should dress as the Merrenese do so as not to appear as an outsider. It's nothing only the ritual clothing she must wear, but the societal customs she needs to follow. Such as riding in a street-chair when she'd rather not.
