Well yes, but looking at his action if he wanted to placate his Bannermen upset from the two Southern matches by marrying Ned to a Northern house, why wait?

This might be tradition among the Lannister as there seems to be a lot of them bumming around the Rock and Lannisport. Keeping them feed and having a decent quality lifestyle isn't really a problem.

Not to mention it might have been intentional on Tywin's part. When Jamie join the KG he lost his presumptive heir leaving him the choice of a girl and a dwarf. If his brothers had independent power bases they might make a play for the Rock if Tywin was to die suddenly. Not to mention His brother Kevan made Lancel Lord of Derry when he had a shot.

As far as we know , Ned and Ashara  allegedly  fell in love at Harrenhal . Would his father approve ? Probably , long as Brandon wedded and bedded Catelyn , then the promise to marry Catelyn if Brandon could not would be null and void .
