If Aenar wanted to keep slaves, he could have. Maybe Gaemon the Glorious emancipated the slaves that were brought from Valyria. Maybe that's one of the reasons he's so glorious. And if he cared a fig about the slaves, he wouldn’t have any; they’d all be freed and able to decide what to do w/ their own lives. In Westeros, slavery is abhorred so it's a reason to not do it, for all we know, they just sold them off before the conquest or during the campaign.
