He thought they could not kill in Vaes Dothrak. And he was pretty drunk and upset. And a lot of mistranslated and no one there to stop him.

He saved his house days before and was willing to kill the sackers.

 

Had Rhaegar been at court by his side would've been for the best.

Rhaegar would not make for a good ruler.  He could have been a successful traveling musician but King, no way.

Aerys plan wasn't to "kill the sackers" it was a frankly pointless act of revenge that would annihilate a whole city of civilians and destroy 300 years for of history and culture.

Agreed. Rhaegar was a creep and a loser. 

Viserys is also a creep and a loser, but he's smarter than Rhaegar. He kept his sister alive as a kid while on the run all the while on the lookout for assassins, even taught her High Valyrian.
