Joff Pros: determined, stern. Cons: Evil, and a coward when it's tight. He fold tail at Blackwater.

Tommen Pros: Young, listens to others' counsel. Bronn got him right. Cons: His pros can be turned against him. He must start reading what he is signing and show personality. Otherwise he will be considered weak.

Joffrey

Pros:

  • Strong-willed
  • Confident
  • Handsome

Cons:

  • Poor listening skills
  • Sociopath
  • Sadist
  • Unyielding in the face of reason
  • Sense of entitlement
  • Coward
  • Inspires no loyalty
  • Doesn't really care about day-to-day governance
  • Easy to manipulate

Tommen

Pros:

  • Polite & respectful
  • Eager
  • Kind-hearted

Cons:

  • Weak-willed
  • Immature
  • Over-eager (eg. signs everything)
  • Soft-hearted
  • Coward (unclear from text but likely)
  • Easy to manipulate
  • Pushover

Probably not, but many thirteen year olds would.

Joffery is obviously a monster, but I don't really think he's a coward in that sense.

Tywin was a teenager, but he was certainly older than 13 when he fought in the Nine Penny wars, likely 17. 

Steffon was 14/15 when he squired in the Nine Penny wars, there is no indication of how much battle he actually saw.

The Blackfish around 15, but like Jaime and Barristan, he is an elite case rather than the norm. The three of them are regarded as exceptional knights, Joffrey not being on their level does not indicate cowardice.

Joffrey was not just a 13 year old in a war but a the central target, the enemy were not going to stop until they were defeated or he was dead.
