Thanks for answering Yes I think it was Shiera and that her intent was to cause human Targ deaths in the hope their sacrifices would hatch dragons, and had Rhaegar burned it would have worked. I think it was working, I think the same soul swap between baby and dragon egg was happening to Rhaegar as happened to Rhaego, but Rhaegar was delivered before the process could be completed and so the baby's soul snapped back into the baby's body. But it brought back with it a lot of dragon blood, and so dragon dreams and memories/visions of having almost turned to fire and become a dragon, and those are what caused Rhaegar's mental condition.
