Tywin tells Tyrion that the Ironmen sacked Winterfell. When Jaime returns Tywin doesn't mention the sack of Winterfell one way or another, and he doesn't seem to know much about the Boltons and their involvement. He comments that he heard about Jaime's "escape" through Varys, but then confusingly also says Lord Bolton made it seem like Jaime would have been back in time for the wedding. I don't think Tywin cared much, one way or another. He wasn't like to look too deeply into it, one way or another. George once clarified that Shella was the mother of the maiden daughter who had the tourney at Harrenhal allegedly thrown in her honor, and Oswell was Lord Whent's brother, Lady Shella's brother-in-law, and the fair maid's uncle... but he did not clarify who Minisa was.  That said, it seems hard not to suppose that she was sister to Oswell and Lord Whent.
