If the internal fighting had stopped, and one man had united the whole Yi Ti for a new purpose: Conquest of Essos and eventually Westeros, could they do it? IF their army was like the Qin Dynasty

The Valyrians would have gotten dragons eventually.  They would have stopped Yi Ti.  Yi Ti might have been able to expand or extend their territory but they cannot properly govern even half of Essos.  The Valyrians didn't and probably couldn't expand more than they did because of the problems of governing a land so vast.  The roads helped though.

Okey, but could they subdue Jogos Nhai who has been a constant problem for them in years? Maybe extend further east beyond the Five Forts and conquered all the cities there and restraint the Grey Waste raiders?

Is it Lo Bu who divided his army and thus became vulnerable to the Jhogo Nai?  An intact army would have survived.  I don't think they could eradicate the JN but they had enough soldiers to protect their borders.  

Essos as they say is a different dog.  The Yi Ti would have to deal with other powerful people like Ghis and its famed legions.
