This.  Exactly.  There has to be tension - will he/won't he -type uncertainty up until Bronn does exactly what we all already know he will do: side with his Lannister besties.

If Jaime and Tyrion survive their adventures in the north then Cersei has more to worry about than if Bronn kills them. It would likely mean that Team Dragon Queen/North won and are now coming for Kings Landing.

Bronn is just taking the money that's in front of him and staying on Cersei's "good side". He can always change his mind later. If they survive, he shows them the cross bow and gold proving Cersei hired him to do the deed. If they don't survive, then he keeps the gold and was loyal to Cersei.

I think it's just the writer's way of putting the final nail in Jamie and Cersei's affair.
