In the books, Dany is able to steer Drogon on her first flight (only Dragons react the opposite to a horse when the rider applies pressure), but since she had no clear idea where she's going, they end up going where Drogon wants to. In FaB, Aerea similarly had no clear idea (she's just doing a Holden Caufield) and .... oh maybe that's a spoiler. Otherwise Dragonriders do end up going exactly where they want to. There is no text evidence of non bonded dragons following instructions of any kind, and one instance of a bonded but currently not ridden dragon accompanying another one which is being ridden by its rider.
