An advisory parliament would be a good change to make... political figures to represent the commoner's needs and rights... The current small council only really advises on the Monarch's interests.
But I'm unsure if that would go far enough, as all it would take is a despot on the Iron Throne to totally ignore that advisory parliament

A change in attitude & priorities is most needed for Westeros.... people power. 
Fairness and justice have been a key theme that all the main protagonists have been striving for in different ways...
Democracy would be a big change... but it is how the Nights Watch organised their leaders. The freefolk also chose who leads them. The North chose Jon even though he had no claim as a bastard. ( even Dany was chosen by the people on Essos.) 
So its not without precendent for Westeros to have a democratic leadership in the absence of title and claims.

And the main protagonists have seen first hand that working... so maybe democracy will be the future?

Jaeherys did call a great council to rule on which of his grandchildren should succeed him and he said he would accept their decision, so there is a precedent in the book universe, it would just need to be made more permanent.

However, I am not sure the show is going to bother with mundane stuff like how the new ruler is going to rule. At best, you might hear the Hand or the new Grand Maester drone out something in the background "His/Her Grace decrees that there will be a great council/parliament bla bla " while the camera focuses on the emotions of the character on the throne who likely lost everything/everyone very close/did something very dodgy to get there and we fade to black to get a bitter sweet ending. The fear is what D&D think is bitter sweet.
