Confusion about Character Arcs

No they aren't. They're simply a character's trajectory through a story.

Some characters never change, inside or out. They still have arcs.

Yep - character is plot and plot is character. And they should both, in a story with a point, service that point.

Sure, a girl who goes to the city looking for fame and falls in love is a character arc but using that arc to try and explain the horrors of war makes little sense.
