I agree, when she complains that the people don't love her, as she is used to in Essos, when she blames the people of KL for not rising up against Cersei, and then she ends it with 'let it be fear'.... I still think it was poorly done and could have worked much, much better with more set up and finesse, but I believe this is what we're supposed to take away from it, despite that the showrunners claim 'it was pesonal' whatever that means.
