Was Saera Targaryen really dead to her father

In fire and blood, they mention that Saera was dead to Jaehaerys, but at the end it was said that he thought that Alicent Hightower was Saera and that she returned to him from the narrow seas. Did Jaehaerys want her back too despite what he said to Alysanne? How did he feel towards her?

I think he was sincere back when condemned her - but that was before many other children and Alysanne died. After Gael and Alysanne and Baelon were gone, and Vaegon likely threw his offer into his face, he likely started to have second thoughts, sort of like Alysanne had had much earlier, realizing that she was the only daughter he had left.

Some things come back in old age or change, just think how George portrayed Jeor Mormont's last minutes. He forgave Jorah and wanted him to come to the Wall.
