Maybe Sam returned to the citadel (obvious because he showed the book of asoiaf to Tyrion) and eventually became a Maester and Archmaester and was sent/requested to be Grand Maester. I know he actually looked the same and that should have taken years or decades, but it's not impossible. 

 

And about him leaving Gilly and little sons, well Ned Stark leaved his in winterfell to be Hand of The King...  I'ts just the way things are in westeros...

They certainly imply that this is the first meeting of the council, with the fact that they are talking about rebuilding brothels and that they will get better over time and all the positions they haven't filled yet  (hard to find a master of whispers who is better than Bran who sees everything...)

 

Amazing job rebuilding King's Landing so fast though, with most of the population killed off.

Forgot about the brothels and ships conversation... 

No way to defend it... even if some time passed couldn't have been more than a few months... Sam as grandmaester is cute, but not even with the blackmail to the archmaester to let Tyrion check the book for revision... And why should Tyrion check it?

Sam can be Grand Maester without breaking the oath to the Watch. After all the events shown that threat to Realms of Men can come from the Fire as well as an Ice, so who better to help the King of 6K guard the Realms of Men than a Maester AND a member of the Watch? Watch sends recruiters and messengers on tours of "detached service".

 

His only Oathbreaking would be fathering a child and I guess the King can absolve him of it (with regards to both orders), though all in all the Watch rules could use some refurbishment (just attract poor to settle the Gift and provide "second tier" manpower to the Watch. Despite GRRMs fascination with no sex orders generally men would guard better if they have something to lose. Leave the "serious" Black Brotherhood for officers and core functions).

Sam isn't even a maester.  Even if he was, Maesters must ignore their past family and political ties, give up their right to inheritance, and take an oath of celibacy.   Never mind that Bran already knows more than any maester anyway.

The Watch really makes no sense in the context of the show though.  There is nothing to defend from.  The Wall isn't even part of their kingdom any more.  Even if there were wildling raiders still, the 6 kingdoms wouldn't care about the north's northern border.  Virtually it's only function is as an exile penal colony with the inmates running the place.  There is no reason the north should be OK with them continuing to send criminals and unwanted citizens into their kingdom.
