Is it the End, or a new Cycle begins?

Its a new cycle. If Jon really left with the Free Folk he will have children. Eventually one of those children will find a Dragon and then they will go south to kill their cousins. 

The cycle would only end if Jon keeps his vows.

new cycle, although imo not necessarily with Targaeryens, more like with the whole organizational structure of Westeros. Although the wheel seems to be broken, it's not really, it's just temporarily stopped but in some 50-100 years it starts spinning again.

Depends what cycle exactly you mean.  That wheel is going to turn - some of the names (Targaryn) might be replaced or moved but as long as there is more than one person that wheel will turn even if its families fighting among themselves.   Maybe the kingdom breaks up and the wheels get smaller as each kingdom fights its own battles but that wheel is turning and that is the lessen of this.  View Dany as black, white, or grey her roll, along with everyone else's, was to tell the story about the wheel.

The wheel is definitely not broken.

Using a Council of the Realm, consisting of the most powerful men in the realm, to elect the next king was quite common in Europe (and probably other places as well). It neither prevented nasty oppression of common people, nor did it prevent various alliances of rulers to fight long and nasty civil wars to determine succession.

Do you think they will end up with constitutional monarchies like Europe?
