Casterly Rock commands the Westerlands, The Lannisport, and tons of gold (+The Lannister war chest). Noone would leave their seat to fall in enemy hands as a part of a simple strategy. Even the prestige dmg is massive, Casterly Rock has never fallen. The whole Casterly Rock/Highgarden plot from the series is a joke (to the very least).
