Why didn't anyone from House Targaryen marry anyone from House Celtigar? They are both Valyrian.

Maybe, originally the founder of House Celtigar, or even his ancestor, was a slave of Lord Aenar Targaryen. When Targaryens came to Dragonstone, they brought slaves with them. And Valyrians breeded all sorts of slaves, even of their own race (at Lys). Though by Aegon's time, approximately 200 years after the Doom, Targaryens had no slaves, and Crispian Celtigar was Aegon's Master of Coin. So, could be, that in those 200 or so years, Targaryens first gave freedom to their slaves, and later even gave lordship to some of their descendants, such as first Lord Celtigar. And later, when Targaryens were lacking a female with Valyrian genes, they weren't contemplating Celtigars, even though Celtigars were also Valyrians, because Celtigars were of blood of former slaves, thus, not good enough for a match with a Targaryen prince.

Velaryons weren't originally a dragon lord house in Valyria but by the time of the Dance they had married into the Targaryens so many times that they were de facto dragonlords. No mention of this for the Celtigars.. 

Possibly the Velaryons had "blood of the dragon" from previous marriages, and thus were more attractive spouses for the exiled Targs than the Celtigar..

The Celtigars came to the Narrow Sea as a minor Valyrian house. Two kings - Maegor the Cruel and Jaehaerys I - nearly married a Celtigar, so it is not that they are not considered suitable matches for the royal family.

And since the Targaryen usually only marry their siblings or close relations - which the Velaryons of Driftmark happened to be even before the Conquest - it is quite clear why they continued to intermarry with the Velaryons as often as they did.

But this doesn't mean that the Celtigars do not also have Targaryen blood - either directly from a marriage before the Conquest of by means of a Celtigar marrying a Velaryon who had Targaryen ancestors.

Good question. My guess is the Targaryens, as others have said, chose to frequently marry those of House Velaryon due to them being an old proud house of Valyrian descent. We have no such information on house Celtigar, so maybe the Targaryens felt they were of a lesser stock and chose not to marry them? In addition, maybe the Targaryens did not wish to share the dragon rider genetics with House Celtigar and risk "diluting" their power, so they chose to steer clear of them.
