He is currently falsely accused of being a lover of Margaery and in the dungeon. GRRM must have something planned for us from Tallad if he has been written since the second book. We also have the Redwyne twins, Jalabhar Xho and maybe others who have been hanging since book one and hardly getting some characterization or speak on screen.
