(Spoilers Fire&Blood) Can Velaryons ride dragons?

Yeah, that would be it. And that Targaryen would most likely not be the only dragonlord ancestor of the Velaryons of Driftmark. There could have been other Targaryens during the century before the Conquest and other Valyrian dragonlords in the centuries before that.

Vice versa, Marilda of Hull may have some dragonseeds among her ancestry, too.

At the very beginning of the conception of ASOIAF, GRRM was thinking of giving pyrokinetic ability — like conjuring up flames with their minds — to the Targaryens. He had to be convinced by a friend to bring the dragons in. At that point, GRRM replaced pyrokinesis with dragonriding, both being abilities related to magic Targaryen blood. Both pyrokinesis and dragonriding were meant to play a key role at a later stage of the story, which is Jon’s parentage reveal. Jon was going to be challenged to prove his true parentage and he would accomplish that by doing this Targaryen magic blood thing. It is a very common trial element in hero’s journey.  Any rules about dragonriding are circumstantial and are subject to change. GRRM never intends to be specific and exact in the matters of magic. One thing is for sure though. RLJ has always been the central mystery of the saga and it tramples everything.

As the tale grew in the telling, a lot of problems started mounting up due to associating a magic ability with Targaryen blood. I discussed all these problems in many places with great detail. To give a brief summary, it suddenly becomes clear that almost everyone might have some Targaryen/Valyrian ancestry up there and if everyone has a certain thing, it ceases to be special. Introducing various concepts like “blood dilution” or “lucky drop” does not solve anything but creates further problems. As a result, I came to believe that at some point, GRRM scrapped the Targaryen blood requirement in dragonriding. Especially Fire & Blood is the final nail in that coffin. Anyone can be a dragonrider with the correct approach now, although some people have it easier than others and some dragons are easier to ride than others.

Whether or not Nettles have Valyrian blood is purposely left open, we may never know if it is necessary or not, is open to interpretation.
Perhaps because in addition to blood must be taken into account the way the dragon is treated, like every animal.

So, maybe it's all possible ways to make the most appropriate claim, Aemond's claim of Vhagar I would say would be an impossible way for someone without Valyrian blood to take a dragon for himself, in which case it would surely be Sunday's barbecue. Nothing explains Vhagar not killing Aemond beyond a blood bond, Drogon could also easily have killed Dany.

Nettles' ancestry is not less or more mysterious than that of Hugh (Ulf does have Valyrian looks, so we can conclude he has some Valyrian blood, but Hugh is never described).

Considering no people who can be seen as not being dragonlord descendant have ever claimed dragons, there is simply nothing to support this idea of yours.

And it is rather irrelevant who will technically could ride a dragon in the main series. There are only two riderless dragons left, and it seems likely they will be claimed in Slaver's Bay (either by means of Valyrian blood or by the magical horn or both). Then this question will be settled until and if a dragonrider dies - if that never happens or if the dragons predecease their riders than it is rather irrelevant that essentially every other Volantene or Lyseni could claim a dragon, or half the rabble of KL who is descended from Aegon IV's many unacknowledged bastards.
