How did Ice pass from Lord Rickard to Eddard Stark?

There are plenty of cultural differences between the North and King's Landing.

There are the Faith of the Seven, and the Old Gods.
There is the King's headsman, and "the man that passes the sentence should swing the sword."
The Starks' the motto is "Winter is Coming." Ned and his crew are their own terror squad, striking fear into criminals in their own type of way. Ned needs to look into the eyes of the condemned and tell him "It's a cold world and this is Ice ... now lean forward"

Ned, as an ambassador, just want to spread his uptown culture while he is down there.

After Ned was killed, and his head put up on the walls of the Red Keep, Tyrion was able to have his bones collected and sent to Riverrun and Lady Catelyn. I think that, even between bitter enemies, there is some respect given to corpses.
