George Martin will let us come to our own conclusions about Walder's tardiness to battle.  It's of no importance to the future of the story.  I side with the o/p, Walder was just unavoidably late.  A man who made a habit of not honoring contracts will not have the success he had.

The fact is that Walder Frey sealed the doom of his household and it will be extinguished because of his actions. The ones that literally DON'T deserve what's going to happen are all the smallfolk of the Riverlands, especially those that were Frey smallfolk.

You don't know that.  House Frey will not fare any better nor worse when the white walkers arrive.
