Mrstrategy
What kind of King would viserys (Aerys II kid) be if Aerys had disinherited Rhaeghar over kinaping/eloping with lyanna stark and maybe even sent him to wall Assuming that Aerys also disinherited Rhaeghar kids because they are too dornish and assuming he does not burn Rickard or the other nobles that were arrested over Lyanna

First of all, was Viserys' madness inborn or did it develop due to the stress of his life on the run? If the second, he may end up as a decent king. Secondly, does Aerys die early enough that Viserys is young enough to be educated away from Aerys' crazed ethics?

And besides, Rhaegar died before Aerys. Rhaegar was never a king. Viserys was a king. King Viserys III, the Beggar King. The line of succession passed to Viserys. Prince Viserys, given the right people around him, could have been decent. Most of his emotional issues were the results of stress and humiliation. I don't think he would have bankrupted the realm. Yeah, he was definitely driven mad by being called the beggar king and having to flee all over western Essos to avoid assassination + the stress of him feeling that he has the weight of being the last Targaryen male and their last hope. That being said he is supposed to have been ‘Very much the mad kings son’ which could imply that he was always showing signs of madness.
Aline de Gavrillac
Adult Viserys needed a rehab. He had potential to be okay if somebody strict had become his guardian early on.

Moiraine Sedai
He was fearful but I don't think he would have been as sadistic as Aerys. It is that fear that drove him to have a short temper. Fear and stress.

Lord Varys
Viserys III would have been a mediocre king, doing everything in his power to please the people around him who made him king. All he wanted was to get back what he lost, he wasn't on a mad spree for revenge. I don't even see him insisting on the execution of the Usurper's Dogs if they ended up bending the knee and asking his forgiveness if they didn't oppose his rise to the throne.
