Why was Jon Snow in a cage on the OUTSIDE of The Wall before treating with Mance Rayder in A Storm Of Swords? The usual cage the Nights Watch uses is on the INSIDE of the Wall. Is this an author error?

Below are two quotes that have always confused me. Jon Snow is being placed in a cage on the OUTSIDE of the Wall to treat with Mance Rayder. Is there any indication that there was a cage scaling the north side of the Wall?

“The wind was blowing wild from the east, so strong the heavy cage would rock whenever a gust got it in its teeth. It skirled along the Wall, shivering off the ice, making Jon’s cloak flap against the bars.”

There were other corpses too, strewn amidst broken barrels, hardened pitch, and patches of burnt grass, all shadowed by the Wall. ”

There is a winch that can move the cage sideways across the Wall:

"Bring him in, damn it."  There was a grunt and a loud groaning of wood as the cage slid sideways and the the Wall was beneath him.  Tyrion waited until the swinging had stopped before he pushed open the cage door and hopped down onto the ice.  A heavy figure in black was leaning on the winch, while a second held the cage with a gloved hand.

So I would gather that the winch can swing all the way around until the cage is hanging over the North face of the wall and then it can be lowered.
