well, answer 7 and its little qualification is lowering my morale. I may have to ignore it for sanity.

Back to basics are they human?

If so were/are they alive at some time from the Robert's Rebellion period to the time line of the five books?

Is it Brynden 'Bloodraven' Rivers? He fits all the criteria, even the theoreticals, due to his status as all-knowing tree man who is technically everywhere.
